No, it forces the players to discard one of their Survival Cards, the ones with the blue back that give the player a special power when they use them
1 Will recovers 2 cards, not 1
Giving Up doesn't mean you discard the Will Power... it gives back all your lost Will Power and also all the Cards that the player has played previously.
